Billy died of pneumonia.

Could you please tell me what year chelsea lost 3-0 at spurs in 1972 or 1973 and Peter Osgood was carried off ?

That was 15 April, 1972. A win would have put them 5th just behind the leading pack with a couple of games in hand. As it was they lost, Osgood was injured, and they finished 7th.
